Hi,
        The IXC402D message indicates that the subject system (XT1K), as
observed by the other system in your 2-plex, has neither updated its status
in the sysplex couple data set nor sent any signals since the indicated
time (last operative).  In other words, the system appears to be dead.
The amount of time between the last operative time stamp in the message and
the issuing of the IXC402D message is determined by your "failure detection
interval" (FDI or sometimes INTERVAL).  You can issue the D XCF,C operator
command on system XT1K to see what the FDI is.  For most installations
these days, the FDI is 165 seconds.  So in general the IXC402D is issued
when the system appears to be dead for a long time.  In order to prevent
sympathy sickness, the system needs to be removed from the sysplex or
restored to normal service.
As suggested by others, there is something going on with your sysplex that
makes this system appear to be unresponsive.  Can't help you with that.
XCF is issuing messages and making complaints based on the symptoms (or
lack thereof) that it sees.  It does not know why the system is
unresponsive, we only know that it is.

I would also like to warn you that having automation reply to the IXC402D
message without also ensuring that the subject system has been reset
creates a data integrity exposure.  It appears to me that you have this
exposure.  The IXC220W message suggests that the system wait-stated itself
because it recognized that it have been removed from the sysplex.  This
suggests that the system came back to life at some point, made an attempt
to read data from the sysplex couple data set, and discovered that it had
been removed from the sysplex.  This suggests that the system was in fact
NOT reset when the peer system was told to remove system XT1K from the
sysplex.
