You're not the only one with the problem.  I don't remember all the details at 
the moment, but I think I eventually got somebody in IBM to point me to the FP 
14 refresh download, which I was able to install, and then I was able to 
install FP15 over top of that.  

Clearly they have some issues with their packaging and delivery of the product.
