What I would add at this time is a recommendation not to use the DFSMSrmm Primer (which is over 6 years since last updated) and instead to use the DFSMSrmm I&C Guide from z/OS R12 or later. See Chapter 17 Maintaining the Control Data Set which has really good, detailed information about reorg, cds threshold monitoring, and much more, including recommendation for secondary space.
