Probably yes. Perhaps the (previous) owners wanted to keep them due to some policy/rule. Is it possible for you to list them by 'last used' date and then backup/dump them before going to have HSM deal with them 21000 datasets? Of course, I'm aware that such step could change the expired status of those datasets, but I'm just wondering...
