These are STCK values, if I remember correctly. As are most of the fields in both IFCID 003 and 239 variants of the Accounting Trace (SMF 101) record.
And your timing difficulties might be related to the fact these are package-level (QPAC section) timings, not plan-invocation timings (typically QWAC).
