No. I disagree.
You don't have any access to MYHLQ.**, but you may want to get some file
from me and restore it.
It has nothing to do with security, because I can give you buch of files
(one by one) using IDCAMS and REPRO IDS(MYHLQ.xxx) ODS(YOURHLQ.ddd).
Fortunately there is IMPORT option. I can put bunch of files in one shop
and restore it in another shop. In both cases I use MYHLQ and MYHLQ2, in
both cases I have ALTER to my datasets. And I cuold use instead multiple
steps of IEBCOPY, IDCAMS, etc. instead.
Last but not least: ADMIN is really powerful and should not be used just
because some guy wants to restore some files he owns.
BTW: IMPORT is allowed by default (RC=4 means yes) - while ADMIN options
are denied by default (RC=4 means no).
BTW2: IMPORT can be restricted.
