IEAVTDSV is set to NOPASS is the IBM-supplied PPT, there shouldn't be any need to specify it in your SCHED member.
GIMSMP sounds dodgy to me... maybe it was once set to be allowed to access it's DDDEF datasets to save cycles (?), but then anyone could compose a DDDEF / Usermod to update just about anything, assuming the GIMSMP program itself isn't program-protected or in a secure library.
