The reason the ENF/CICS APARs will have greater affect on regions running STGPROT=NO is that the SPKAs were being performed regardless of the current execution key. The ENF/CICS code needs to access its own control blocks which are allocated in key 8 storage so the SPKAs were being executed even if the transaction was already running in key 8. For transactions running USERKEY(9) in STGPROT=YES regions, the SPKA to key 8 still needs to be performed and performance monitoring tools such as the Strobe report noted above will show the same behavior as running without the ENF/CICS APARs.
