With DB2, I'd consider using SPFUI to interactively enter SQL commands. Well, if this is a "one off". I don't know enough about DB2 and COBOL, but if my memory is working correctly, you must do a DB2 BIND with COBOL. Which may mean 15 different COBOL variants. I am not very DB2 literate.
