I just reproduced your issue by specifying USER=GARBAGE on a job card. I tested under both JES2 and JES3.
Under JES2 (E)JES edited the JCL just fine while SDSF received "NO DISPLAYABLE DATA" Under JES3 both (E)JES and SDSF were able to edit the failing job's JCL as expected.
