OP hasn't responded to this post, but I can tell you that FTP is included 
with Comm Server. You can choose to run it or not, but you don't have to 
pay extra for it. 

I know of shops that disallow FTP on some servers, including but not 
limited to mainframe. So not having FTP is probably a matter of policy, 
not money.

Where?  I suppose it's a separately priced option for z/OS, but I
believe it's intrinsic on OS X, Solaris, Linux, and Windows.
I've suggested to the user incorrectly to use.  And on any of
those latter systems, you can install VirtualBox then Linux
at no charge.
