OP hasn't responded to this post, but I can tell you that FTP is included with Comm Server. You can choose to run it or not, but you don't have to pay extra for it.
I know of shops that disallow FTP on some servers, including but not limited to mainframe. So not having FTP is probably a matter of policy, not money. . .
