Talk to your storage administrator about allowing the VSAM dataset to have Extended Attribute/Extended Format. That allows vsam to go over the 4GB limit.
Also ensure you are at the correct level of software (fixes, release levels) to support the vsam dataset going over 4 GB. Your application (CICS, DB2) needs to be able to handle it as well.
