Thanks for the suggestion, but I had already tried running the jobs with 
FREEVOL=EOV in both jobs and no success.  If anyone has can find the time and 
the heart to try testing this, please do and let us know the results.  I will 
ask our storage/systems staff to contact IBM for some kind of answer.

I don't see the FREEVOL=EOV parameter specified in the second job. From what I 
have read, it needs to be specified so that both open and EOV will process the 
file volume by volume. The second job currently attempts to enqueue all the 
volumes at open.
