The CA-1 TMC is indeed supposed to be PSU. It is OPEN'd by TMSINIT and
the structures to do I/O on it are placed in CSA(?) in such a way that
any task can do I/O to it without a DCB. I've heard that there may be
some plans to migrate the TMC to a Datacom/AD data base.
