Yah.  This is an environment variable documented as affecting the
z/OS UNIX commands CP and MV.  What's truly dreadful is that the
default is the less UNIX-like behavior.  So FTP might be making an
accommodation for this.

But, yes, "bug".  Although ANSI C waffles in order to accommodate
RECFM=F and filesystems such as VM/CMS MDFS which tolerates
neither empty files nor empty lines.
