There was SSRANGE available in 1986, but in VS COBOL II Release 1, which was
not quite ready for prime-time.  VS COBOL II Release 3 was the first VS COBOL II
that gained wide acceptance and it shipped in 1988.  In 1986 most people were
still using OS/VS COBOL, which had no help for bounds checking on subscripts.
