There was no z/OS 1.0.  It went from OS/390 2.10 to z/OS 1.1.

Is this release in fact to be denominated 2.1?

Doing so would break with IBM's tradition of beginning the numbering of new 
versions with 2.0 and the like (and it would be one more instance of dumbing
