The LLA itself caches the library directory (which is more than the module 
TTR), and it uses VLF to cache the load modules.

Plus: LLA has a complex algorithm to determine if it is beneficial (to the 
system) to cache the module in (edit: rubbish removed) VLF, so it is not 
necessarily cached at the first load.
