please read MVS Programming: Callable Services for High-Level Languages 
(Document Number SA22-7613-10). It has a chapter on the CEATSO API. After 
reading it, your questions will answer themselves. The answer to your second 
question, for instance, is a sound no. Add to that what Jim said (this API was 
created to suit z/OSMF), and you'll see *what* this API can be used for: You 
can run an ISPF application in a web browser. At this point it is specifically 
suited to whatever z/OSMF displays in a web browser (my guess is something 
clickable that under the covers or directly addresses some ISPF application 
running on z/OS).
