Check that ASCBRSMA is not zero. There used to be a window when ASCBRSME is set (has an address) but ASCBRSMA is still zero and using ASCBRSME causes S0C4 until ASCBRSMA is set (after some initialization is completed). Ran into this many years ago, maybe you have some variant of this rather counter-intuitive problem (no RAB yet though the extension RAX has an address, presumably residual).
