There is a add on to z/OS SFTP from Dovetailed Technologies which allows
sftp to access "normal" z/OS legacy data sets and the JES SPOOL, just like
the IBM FTP server does.

This costs _nothing_ to download and install. You don't even need to
register it. I.e., you don't need to tell Dovetailed who you are or how to
contact you, so "no salesmen will call" because they simply don't know how
to. However, you can purchase a support contract.

I have implemented their sftp enhancements. They work very well.
