A while ago, I had asked the same question because my dump was missing above-the-bar storage that I expected. Someone (I think it was Peter Relson) said that the same keywords that govern above-the-line storage also apply to above-the-bar. In other words, RGN should give you private storage regardless of location. Same goes for common storage.
