NO, but you can very easily IPL those utilities from virtual tape. In fact, one of the first things I do when I enter a site to maintain it is create a single pack IPL volume of their running system and DFdss it to virtual tape and I make (several) copies of the various IPLable utilities on separate tapes. I have other stuff that I do for the catalogs which is probably also overkill. I also have ZZSA ready to go on a DASD volume and a recoverable virtual tape. I have never needed to revert to using the SAIPL volume or ZZSA but I test it quarterly anyway.
