You are correct the user should not be updating the Master Cat. You will need to define a new catalog for the user and then define an Alias in the MCAT pointing to the new user cat

I don't think I want to PERMIT NEWUSER to CATALOG.MASTER.xxxxxxx; I think it should have its own catalog? Am I confused or on the right track?
