team, not by developers.
(I exclude sysprogs and admins jobs.)
Every job should follow the rules. Just because mama said so, no tool is
needed here.
Last, but not least a process of code promotion could contain step of
JCL review. It can be automatized using some toool, maybe RYO tool.
And finally such tool could be run against existing jobs.
