As asked,

What code owns the FRR?
*RCVY FRR 070C0000 8465F9D4
What is at 465F9D4?

To me, the most plausible of unlikely scenarios is that something you
called (at some point via PC), in key 0 supervisor state, set an EUT FRR.
And then it issued a PR to return to you, in your key and state, without
having deleted the FRR, so now you are running but there is an FRR, so
your SVC encounters that and gets 0F8-14.

Thus this is not your error, but is something wrong with the authorized
code failing to delete the FRR.

Perhaps report this to the Dallas folks according to whatever procedures
are in place.
