Yes, don't start more than you need. If your system has the capacity and you need to get the work done, then there isn't really much thought that needs to go into whether or not you should have more initiators.
Starting way more than you need is a waste of resources, there is some overhead for each one and they have to be managed by JES or WLM (or both). So, if you need 50 or 500 inits, then do it. If you only use 10, then having 50 or 500 or 1000 is really silly, don't you think?
