ZVERB will contain DOWN but the residual word FRED is then put into ZCMD. A SETVERB can only contain one verb (word) and the rest of the subwords end up in the command line. That's the way it is and always has been. Do you have a problem with that behaviour? I don't think you've got much chance of IBM taking an APAR on that.

Yes, the UP/DOWN/LEFT/RIGHT are SETVERB actions but are recognized on the
ISR@PRIM panel by input in the ZCMD field.  After the "DOWN FRED" I would
expect ZVERB to contain DOWN but why does ZCMD contain FRED?
