Sorry, I wish I knew more about it. The client is working with IBM directly to get things tested. My part was setting up a local temporary Linux box running MinIO to simulate the S3 environment.

My guess is it's designed for long-retained, rarely-used datasets. If so maybe even hours down is not a huge issue.
