We also restart CICS every night (at least some regions). But that happens in the middle of the night (at 3 am, I think). This was a special case where I wanted to finish as soon as possible.

Each activation (and the upgrade covers multiple) gives you a 6 hour window during which additional processors can be applied to each LPAR when that LPAR is starting up or shutting down. It is during the startup and the shutdown that the additional processors can participate.
