I was always taught from the performance related side to keep them the same 
size.

I see your point regarding functionality.
Unfortunately, functioning and performing are some/many times walking in 
different directions.
But, they are converging in z/OS, more every year.

I think the two best things in the last 15 are WLM & PAV!
