I can confirm that HTTPS replaces FTP for downloads very nicely. Our use of FTP depends on a gizmo (Bluecoat) that cannot understand FTPS. We made the switch to HTTPS some time ago.
Uploading doc (dumps, etc) is also problematic, but IBM has not pulled the plug yet on FTP. Nonetheless we also found a way to upload doc via PDUU using HTTPS without disturbing the gizmo. . .
