There is absolutely no doubt that the security for z/OSMF is the toughest part to get working. I would like to suggest trying out the Security Configuration Assistant, which was meant to help with that. It does, of course, need a little security itself to get up and running, but that is minimal so that you can leverage it for the rest of your plug-ins.
