With same result as above (RC=4) or do you get another results/messages?

Depending on your JESSPOOL profiles, you may need to give SURROGATE id access 
to the output.

Alternatively try $T DEBUG,SECURITY=YES to see what JES2 says when your id is 
trying to access it.
Or have that id access that job via SDSF, perhaps you can see some ICH408* 
message(s).
