RSMDATA shows you what z/OS intends for the key to be.
DISPLAY  shows you what the key actually is, via IVSK for
IEATDUMP/SYSMDUMP/SDUMP and ISKE for SADMP.

 Other than DAT table overlays or some supervisor state 
doofus thinking it is ok for something other than RSM 
to use the SSKE instruction, those things are in agreement.
