I did this 30 years ago so it is possible, but if you cannot meet the call requirements for IRXEXCOM then it is very difficult to do in all Rexx environments. You'll catch blocks in transition so results are unpredictable -- hence the IRXEXCOM requirements for the environment. If your use case is limited to specific specialized environments, it might be simpler (Rexx can run in far more than batch or TSO, it is also in CICS, IMS, APPC/MVS and Db2 stored procedures, for example).
