In general - NO.
Few remarks:
Rack is just a rack, some cabinet. You can put in rack few patch panels
which consume 0 Watts.
However you can put in rack some blade servers which tend to be more and
more condensed in size and then more power consuming "per physical size".
You should know what equipment is planned to be inside the rack and then
check documentation. At least take something similar, like other servers
or other disk shelve.
