A VPN does not encrypt your traffic other than between the VPN endpoints.

In most implementations, VPN is used to cross the public Internet only.

Once the traffic hits the edge of the target network, the encryption disappears.

How many locks must be open to get to the safe? Good one, but only one?
Another encryption is redundant, but
a) it cost close to nothing
b) in case of one lock broken there is another lock to force.
