The 3480 Operator's Guide doesn't seem to be online and that. I think, is
the most likely complete source. The reference guide (which has examples of
common messages) is available on bitsavers and there is a WSC bulletin on
computinghistory.org.uk which describes the functions of the message
display but is not an exhaustive list. The latter points out that there are
hardware-generated messages such as REWINDNG, UNLOADNG, LOCATNG (or
maybe LOCATING), CLEAN and CHK xy, and there are z/OS-generated message
such as the mount/keep messages and the display of the mounted volser.

Tape library management systems also used the display for things like rack
numbers. Stand-alone dump did, too.
