I could be wrong but if the client is using I/P addresses then DNS does
not get in the picture?
he responded to me the client is using the I/P address, gets connected
OK, then enters the userid....long delay

I just saw that your DNS servers aren't available. Try removing them from your
TCP/IP configuration and see if that increases the speed.

Gadi,
Check your DNS servers the mainframe is looking for as to whether they're up or
not. Could it be that it's trying to do a DNS lookup sometime in there and
waiting for primary DNS timeout before continuing? We had a similar issue
several years ago where the DNS servers weren't up yet during one of our tests
and I changed the TCP/IP DNS sequencing to use one that was already up and my
problem went away.
