It appears that there is a delay between the triggering SLIP being matched and the TARGET SLIP being enabled so that events may be missed.
My test was to explicitly specify the TARGET SLIP (A=TRACE, if it matters) and it hit. But when I used a TARGETing SLIP, it did not hit. It was for very few instructions.
