It means that the capture phase of a prior dump is still in progress. If subsequent D D commands do not show the SPACE USED=xxxxxxxxxM value to be increasing, the the prior dump is probably hung.
If you are in a position to take a standalone dump, that can be helpful for diagnosis by IBM support. Logrec and syslog are also required.
