I wouldn't argue with you on detail, I am just quibbling on cause and
effect.
The programs need to be protected from modification and are loaded into
protected storage. They need to be RENT to be able to run in that
storage. But the storage protection provides the security, not the RENT
attribute.
The RENT attribute is used as a signal to load a program (from an
authorized library) into protected storage but doesn't add extra
security itself.
