No. RACROUTE REQUEST=VERIFY has two mutually-exclusive sets of keywords:
a) PASSWRD= and NEWPASS= and b) PHRASE= and NEWPHRASE=.
If the issuer of RACROUTE chooses to implement passphrases, then
passwords need not be supported at all.
