If it's ENQ, try the following change to STEP02:
o Remove "//SYSUT1   DD  DISP=SHR,DSN=MY.PAX"
o Change EXEC to:
    //STEP002 EXEC PGM=IKJEFT01
    //SYSTSIN. DD  *
    ALLOCATE DD(SYSUT) DSN('MY.PAX') SHR
    CALL *(AMATERSE) 'SPACK'
