Yes it looks that way .. . The AIX/370 V2.1 letter says:

AIX/370 Version 1 Release 2 will no longer be shipped when
AIX/370 Release 2.1 becomes available.

So it looks like they went from AIX/370 V2.1 to AIX/ESA V2.1
