I have seen situations where HSM hangs due to a hardware fault on a tape device. If the resultant WTO or WTOR is not replied to, and/or is accidentally removed the device can be left hanging for weeks.

I strongly suggest isolation of the HSM CDS's to a non-hsm managed volume(s). The most likely reason for the hang is a grs deadlock between HSM (managing the volume) and HSM (accessing the CDS's.
