control. But I know better. But where is the rule that I violated documented?
Searching "Using Data Sets" for various combinations of VIO, PDSE, DSNTYPE,
and LIBRARY finds nothing. Where should I be looking?

For this code you need to look in the DFSMSdsp Diagnostic Reference. You
will find that, for CREATE, 0C060090 means
PDSE cannot be VIO.
This really ought to be better documented. Ideally even a "self-explanatory"
message. "GIYF" is insufficient.
