I assume that PR/SM still uses SIE, so the fundamental question is whether SIE supports second level ZAD.But, yes, regardless an RFE for z/VM should be the first step.

At least at the time this was introduced and z/OS exploited it, z/VM did not surface the ZAD capability to a guest. I do not know if that is still the case. If it is surfaced, SLIP will allow it. So you could try and see if you get an acceptance vs rejection message. And if you get the former, please submit a pub update request.
