I believe that SYSx.PARMLIB(MSTJCLXX) points to the default PROCLIB which
contains JES2/JES3.
The JES2 PROC  contains 1-99 PROCnn  DD statements with the PROCLIB
concat's.
The JESPARM data set also may contain dynamic proclibs.
